Summon (RQ Session)

The Summon session (-RQ suffix) carries Summon requests: a Summon (537=0), a Summon with a limit (537=1), and Legacy RFQ. Requesters send requests and receive acknowledgements and rejects; responders receive requests and send quotes. Fills for both arrive on TR and DC, not RQ.
